Trump’s Shocking New Tax Bill: Who Wins Big—and Who Loses Everything?

Trump’s “Big, Beautiful” Tax-and-Spending Bill Could Reshape America—But at What Cost?

For decades, Republicans have insisted that lower taxes and limited access to social programs would make America stronger. Now, with Donald Trump’s massive tax-and-spending bill on the verge of becoming law, the nation is about to get a front-row seat to what that vision actually looks like in practice.

This sweeping legislation, which Trump is expected to sign on July 4th, delivers on his campaign promises by extending tax cuts first introduced during his initial term. It also introduces new deductions aimed at appealing to working-class Americans—a core part of his voter base.

But there’s more than meets the eye. The bill takes a sharp turn on the social safety net, gutting two critical programs: Medicaid and SNAP (the Supplemental Nutrition Assistance Program). With funding slashed and strict work requirements imposed, millions are projected to lose access to healthcare and food assistance—changes experts warn will send shockwaves far beyond the nation’s poor.

“This isn’t just about ‘them’—it’s about all of us,” said Lelaine Bigelow, Executive Director of the Georgetown Center on Poverty and Inequality. “It’s about your neighbors, your kids’ classmates, your community. This will have a massive impact nationwide.”

Trump’s so-called “one big, beautiful bill” cleared the House of Representatives just in time for Independence Day. Beyond tax cuts, the legislation also funnels billions into border security and the Mexican border wall, while eliminating green energy incentives crafted during Joe Biden’s administration.

But the real savings? They come at a human cost.

The bulk of the bill’s budget trimming hits Medicaid and SNAP. For the first time, states will be required to share the cost of SNAP, and new work mandates will make it much harder to qualify. According to the Congressional Budget Office (CBO), up to 11.8 million people could lose Medicaid coverage, and the Center on Budget and Policy Priorities estimates 8 million could be kicked off SNAP—that’s 1 in 5 recipients.

Republicans argue that the reforms aren’t cuts but rather a cleanup of “waste, fraud, and abuse.” In fact, House Speaker Mike Johnson pointed to research from the American Enterprise Institute that claimed non-working Medicaid recipients spend most of their time playing video games after sleeping.

GOP leaders warn that inaction would’ve caused the 2017 tax cuts to expire, leading to higher taxes and economic stagnation. But multiple analyses show that wealthier Americans would reap the lion’s share of the bill’s benefits.

Bigelow’s research reveals that about 34% of Americans—not just the poorest—will be negatively impacted by the bill. Meanwhile, less than 2% of taxpayers fall into the bracket that will see significant tax relief. And while there are short-term cuts on tips, overtime pay, and car loan interest, those breaks expire in 2028.

Even those untouched by government aid may feel the economic tremors. Grocery stores will suffer from reduced SNAP spending, and rural hospitals—often reliant on Medicaid reimbursements—face financial hardship. The bill includes a $50 billion emergency fund, but many believe it won’t be enough.

Robert Manduca, a University of Michigan sociology professor, estimates a $120 billion annual blow to local economies as a result of benefit cuts. “Small businesses and workers may see their jobs become less secure,” he cautioned, “because consumer demand in their communities will shrink.”

What’s ironic? Despite its promises of fiscal prudence, the CBO projects that Trump’s bill will add $3.3 trillion to the national deficit by 2034, mainly due to tax reductions. For fiscal conservatives, that’s a hard pill to swallow.

“Sure, we might see a short-term boom—a sugar high,” said Maya MacGuineas, President of the Committee for a Responsible Federal Budget. “But like any sugar rush, it fades fast. What follows could be a crash that leaves American families and the broader economy worse off for years to come.”
